St. Paul Utilities (SPU) was founded in 1976 by owner and President,
Paul Behr. The company was initially established with only a
tractor backhoe and it's service was providing sewer and water
service to residential homes in and around the Minneapolis/St. Paul
metro area.
In 1990, Mike Leahy Sr. was hired as an operator and
project manager. Together, Paul and Mike Sr. expanded SPU's
services to small commercial projects, which
became the main focus of the company.
by 1994, Mike Leahy Sr. moved from the field into the
office as the estimator and project manager. Here, he
developed many great relationships and an outstanding reputation for st. paul utilities. During his tenure with the
company, there was steady growth and several new employees were
hired. In 2006, Sales reached nearly $8,000,000. Mike
Sr. retired from his role in 2008 after many great years of service.
The company has continued to offer
quality utility

Currently, St. Paul Utilities specializes in water main, sanitary
